National Vocational Qualification - Level 3
The BEC Human Resources Management Level 3 NVQ (National Vocational Qualification) is aimed at people in human resources management roles across all occupations and sectors of employment within Barbados.
As a National Qualification, this programme is ONLY applicable and accredited within Barbados.
This qualification is competence based; which means that it is linked to the candidate's ability to competently perform a range of tasks connected with their work. Candidates plan a programme of development and assessment with their Assessor and compile a portfolio of evidence to prove that they are competent in their workforce.
Undertaking this programme, in addition to an assessment component, allows participants to earn a Barbadian recognized Human Resources certificate.

Dylan Downes was previously employed as a Labour Management Advisor with the Barbados Employers' Confederation (BEC) and is now employed as a Group Human Resources Manager. He is an accomplished human resources professional with a focus on talent management, which includes workforce planning, recruitment, training, performance management, employee development, and engagement. Additionally, he has extensive experience managing employee relations, benefits, compensation, and compliance-related matters.
His areas of focus at the BEC included learning and development, Human resources and Industrial relations’ advisory services; providing disciplinary and performance management advice to a portfolio of over fifty (50) companies. This included the execution of varying projects for clients based on their needs.
In his present capacity as Group Human Resources Manager, he is responsible for all human resource and labour relations concerns affecting over ten (10) companies in Barbados.
In addition to pursing his Human Resource Management Level 3 NVQ and Assessment Level 4 CVQ, Dylan has achieved several academic accomplishments including his Certification in Principles of Labour and Administrative Law and Macroeconomics; and is currently completing his MSc. Labour and Employment Relations. He is also an affiliate member of the Human Resource Management Association of Barbados (HRMAB) and a certified Mediator with the Centre for Effective Dispute Resolution (CEDR) and The Arbitration & Mediation Court Of The Caribbean (AMCC).
